China Telecom was a leading provider of telecommunication services in China. It was arranged into three layers ― Collaborative HQ, Provincial businesses, and city divisions. One of the 31 provincial firms of China Telecom, Zhejiang Corporation, adopted enterprise software to battle growing competition from wireless provider to its fixed line phone services.

This case explore how Zhejiang Corp. centralized its database and key communication to analyze data, create semi-customized promotions, and reach out into non-telephone services. Subsequently, in May 2008, the Chinese government restructured the telecommunications business, removing previous limitations on its ability to provide mobile telephone services and turning China Telecom into a national provider. Now that China Telecom could offer full-blown cellular service, it had to develop a brand new strategy to market its portfolio of products.
