In January 2009, Yogyakarta Mayor Herry Zudianto pondering the apparent failure of his first attempt to engage the private sector in the financing and provision of municipal infrastructure. Seven years ago, the city was awarded a 30-year concession to local private companies to build and operate the terminal coaches. Earlier this month, the company sent a letter to the mayor, announced his intention to return the concession on the grounds that the city did not live up to their obligations. This case is designed to implement a public-private partnership (PPP) for an audience that is limited to the effect on them.
