Water is a renewable natural resource. Driven by solar energy and gravitation, the global water cycle forever circulates water through the atmosphere, around continents, and across oceans. On a local level, nevertheless, water occasionally has more of a nonrenewable character as it may be depleted, at least to some measure.
Replacing too large an amount of water from an aquifer that has just limited recharge, for instance, declines kept water. This note discusses groundwater withdrawal, how it is done, and how it is dependent upon the specific institutional setting.
