This case tells the story of the government's decision to develop the city of Philadelphia under state rival private high-speed connection to the Internet system ("broadband"). The case is described as'' a city with a justification, its desire to attract new business and his fear that the "digital gap" leaves poor people without affordable access to the World Wide Web, and the means to implement its decision on the basis of a new not-for-profit arm of city authority, which would contract with a private provider.
