The case features an argument between the US Forest Service and conservation groups over forest management practice on the Bitterroot National Forest in Montana. The conservation groups sued the Forest Service in the US Court of Appeals and US District Court for the Ninth Circuit Court with the Forest Service finally winning on the issues. Dave needed to reverse those amounts, but after 50 years of disagreement, he was not sure where to begin. He felt he needed a strategy to enhance cooperation, but that carried some dangers. He might get an early retirement, if he made things worse. Dave is analyzing the Forest Service's approach to collaboration as the case closes. The Forest Service supported collaborative strategies but it said, "The final decision still rests with the bureau." Given this caveat, Dave was speculating how he could efficiently encourage cooperation among the stakeholders. The case gives Dave some direction and explores this dilemma.
