China's entry into the WTO has led to the creation of an independent regulator of the telecommunications market. Contained in this commitment is that the Chinese regulators will allow an undistorted market functioning. Despite this commitment, the Ministry of Information Industry (MII), as well as Supervision and Administration Commission of the State Council (SASAC), severely interfere in the telecommunications market, either by accident or in favor of certain market leaders.
