On the counter side, responding to the drawn out nature of the negotiating period, the management from Wolfsburg contacted Patrick and Carlos to discover what was causing the dearth of arrangement that had continued for several months at the plant in Navarra.

Carlos claimed that it came from the union representatives' continuous rejection of the suggestions put by his team, who could not manage to obtain acceptance for some of their proposals. The human resource head for Volkswagen, Martin Rosick as well as the representative of IG Metall and general secretary of the VW European and Global Workers' Committee, Frank Patta, were given the job of visiting Navarra on July 23 and 24 to respond to call union representatives and help resolve the deadlock in the process of negotiating the deal by facilitating dialogue between the parties. On the afternoon of July 23, all the union representatives from the plant and Frank Patta met to go over the demands that the obstacles that had been put up by the management of the company up to that point had been suggested as well as by the platform.
