This case describes a series of strategic decisions facing Jean-Michel Gires, Total E & P France (TEPF) VP Sustainable Development, in developing and implementing a strategy involving the community. The case begins with the capture and storage of carbon pilot (CCS) system at the facility Lacq TEPF in France, and defines the strategic context for the process of community interaction. Case B is located in three years, as the plant is included in the CCS network, and Gires looks at the successes and failures of the completed strategy of interaction with the community. The case involves a number of issues affecting the decision-making context, including: the role of CCS in mitigating climate change plan for CCS technologies, climate change TEPF strategy, history of operations in TEPF Lacq gas field, as well as interaction with local communities, EU climate change regulatory framework (including the price of carbon and CCS) and CCS regulatory uncertainty in France.
