In 1999, liberalize the telecommunications business and the Government of Jamaica decided to renegotiate the license. Early in the liberalization process, new firms entered the marketplace and C&WJ fought to cope with the new, competitive dynamics of the marketplace. C&WJ found it difficult to compete in the mobile market, lagging behind relatively new entrant Digicel, although dominant in the landline market. The recent entry of America Movil, running below the brand name Claro, in the market has intensified the rivalry and is threatening the relegation of C&WJ into third place. This case chronicles the difficulties in correcting to a telecommunications industry paradigm faced by LIME.
