On February 23, 2012, a technical report was submitted by a special commission appointed by Peru's Labor Ministry as had been done in other Latin American nations on how to combine the national job regulations of the country's into a single law. The report's goal was to deploy business associations, unions, non-profit organizations focused on labor problems and the Government stakeholders in order to revive an initiative that began a decade or so earlier but had lost its impetus.
However, drafting of the brand new law had ended up widening the disparity between stakeholders rather than bringing the sides together. How should such a consensus be developed?
