Association Civil Labor is a personal non-profit association founded in 1981 a city located in an important mining and fishing area in southern Peru, in llo. Its novel mission was to protect labor rights and encourage leadership amongst workers in the mining sector, but during its first decade of operation this evolved into the shield of sustainable community development and the rights of communities affected by extractive activities. Over time, Labor had an important impact on the defense of the environment, the development of greater awareness of the impact of the extractive activities, and the generation of public policy toward this sector in Peru and merged itself as an institution.
This case is especially intriguing on account of the close relationship the NGO maintained with the municipal government, which generated outcomes that are favorable for the population of llo but created predicaments with regard to the identity, mission, and autonomy of Labor. These dilemmas reached a critical point in 1997, when the suggestion to construct a new coal-fueled energy plant in a location zoned for recreation and tourism created contrary views among the NGO staff and the municipal authorities, and divided the local population. The decisions that Labour made on this problem would have long term repercussions for the organization, which would have to redefine its relationship with municipal authorities as well as with a considerable part of the population of llo and the NGO donors.
