The purpose of CIM (Credit Insurance Management) project was the complete restructuring of the IT systems that support the management and marketing of credit insurance products offered CanLife, a major Canadian life insurance companies. The project is scheduled to run for two years. At the stage of development of two new sub-projects have been added, without apparent difficulty. The system was finally delivered in October 1998, on time and within budget. It was not long, however, before the steel surface defects: a system overload, numerous defects, inadequate architecture and inaccurate estimates of processing and storage capacities. Added to all these problems was the complete absence of a global review of the system due to ill-conceived policy of decentralization, which resulted in a system that controlled range of independent modules.
