This strategy case scenario illustrates an initiative in Western Cape Province of South Africa to exploit on an oil boom off the western coast of Africa by the cultivation of an industrial “cluster” of complementary companies with the capability to service, repair, and build parts for oil and gas drilling boats and equipment. It includes the motivation for establishing the initiative, reasons to think the Western Cape was well-placed to make a success of it, and hoped-for obstacles.
The second half summarizes the first ten years of the initiative, in which a string of problems- some foreseen, some not -seriously restricts the progress of the initiative. This consists of a problematic deal for making port infrastructure developments, a shift in priorities in the National Ports Authority, and a few attributes of local corporate culture. The case ends with reflections from two of the biggest advocates of the initiative, calling that new political developments and a possible shift in strategic strategy will allow better success in the coming years.
