What motivates commercial firms to improve their environmental performance significantly? Why some companies achieve better environmental performance than the other? After a study of 14 pulp mills in the United States, Australia, New Zealand and Canada, this paper shows that more stringent regulatory requirements and increasing political pressure led to a significant improvement and convergence of environmental performance over the past 30 years, with many mills exceeds regulatory requirements . In addition, the corporate style of management of environmental and social pressures license from the local communities and environmental activists pushed some objects on compliance than others, while economic pressures are limited, how far objects were ready to move.
