Same Bed Different Dreams: The China-Singapore Suzhou Industrial Park (B) Harvard Case Solution & Analysis

In February 1994, senior officials from China and Singapore have signed a landmark agreement to develop new partnerships massive industrial park and residential neighborhood in the city of Suzhou in China. The ambitious project, modeled on successful industrial parks in Singapore residential, will not only jobs for hundreds of thousands of people, but the houses and public utilities as well. The agreement between the partners also called for "software program", in which Singapore would like to share their highly-touted experience in managing economic development with Chinese partners. China-Singapore Suzhou Industrial Park (CS-SIP) is supported by the highest echelons of power in both countries. But the joint venture soon failed, as CS-SIP had problems and fell short of their goals. Harmonious partnership between like-minded countries, provided that their leaders were not justified. Singaporeans accused local authorities of undermining the project, while the Suzhou officials criticized Singaporeans to take their complaints to Beijing, instead of dealing directly with them. After five years of disappointing results, Singapore withdrew from the CS-SIP, which significantly reduces its stake in the partnership. This case tells the story of CS-SIP in two parts: Part of the description of the project and defines the hopes of both countries invested in it, and the potential obstacles that could derail it, the details of Part B of the problems that led to a falling out between the partners.
