Kerosene, liquefied petroleum gas (LPG), and Towngas were three main forms of heating fuel used in Hong Kong until 1980. Numerous accidents caused by the use of liquefied natural gas, which occurred in the years before 1981 prompted the government to conduct a study on security of gas, resulting in stricter rules on the supply of liquefied natural gas. Some argued that the regulation of safety Towngas gave an unfair advantage over liquefied gas and, as a consequence, led to the dominance Towngas "in the 1990s. But the government believes that there is sufficient competition and, therefore, there is no need for government intervention."
