Return of the JEBI Case Solution
This article sheds light on thethree distinct approaches to electronic purchasing taken by a state government: 1) ERP to ERP by State Health (the state government's biggest spender); 2) a central catalog (the state government Buyers' Catalog) kept by government purchasing officials; and 3) an outsourced gateway hub called JEBI (the government's Joint e-Business Initiative job), intended for use initially by government agencies and eventually by small and medium-size companies (SMEs) across the state.
The gateway hub strategy must include the other systems' trade volumes for it to be feasible and to realize the longer term aim of creating an e business market for the SMEs of the state. How will the JEBI project manager coopt the other electronic buying jobs to its cause?
