During the initial stages of 2003, the city’s productivity council alongside the IT service dept expressed their findings from the biannual surveys, which they conducted on improvement of e-business adoption in Hong Kong. The survey found that 47% of active businesses in Hong Kong had not adopted and/or didn't have any strategies to embrace online business abilities (in even the most basic kinds) within a six-month, forward looking time frame, a rise of three percentage points over the preceding survey.
As an effect of economic issues, numerous businesses had left basic Internet capabilities including email accounts and business Web sites completely to save on operating costs. Only one month later, many of these companies had reversed course and were scrambling to deploy technologies to support business operations as uncertainty gripped the area.
