Jennifer Raiser, the president of Raiser Senior Services, started the Stratford as a high end, continuing-care retirement community in 1992. Ten years after, the Stratford was known as one of the most esteemed senior care communities in the Bay Area, but from losing money annually management fought to keep the facility.
