In 1990, Shanghai received official acceptance and backing from the federal government to pursue the development of the Pudong New Area into the new focus of economic development. Central to this venture were Jinqiao Export Processing Zone, Zhganjiang Hi-tech Park, the four development zones, and Lujiazui Finance and Trade Zone.
Despite the region boasting a tenfold increase in GDP from 1990 to 1997, just one third of the plots were sold and many jobs had been discontinued or delayed.
