On one side, arrangements were made by a loose network of protesters for dramatizing their opposition to international trade practices and the WTO. Near the locus of the ministerial meetings, public safety officials from local, state, and federal agencies developed security plans for the public areas at exactly the same time. Their objective was to ensure that the discussions continued easily while maintaining the activists' rights to peaceful protest. Throughout the preparation process, local leaders operated on the premise the tolerant ethos of the Pacific Northwest would endure.
