Nemmadi was an e-governance project initiated by the government of the state of Karnataka situated in the southern area of India in 2004. Since the initiation of the new millennium, the political environment in Karnataka and the policy had turned rather favourable for such ICT proposals.
The services restricted problem of certificates of numerous kinds, which entitled the citizens belonging to avail of advantages and concessions to economically and socially backward sections of the society under various government schemes conceived as a member of the affirmative action by the state. The Project Nemmadi was envisaged as a “sequel” to a famed e-governance initiative called Bhoomi, which included digitization of seven million agricultural land records, and was a landmark in e-governance in India. Bhoomi was championed and closely led by Shekhar Puri, the then Principal Secretary of e-governance who also led the Nemmadi project during its roll out phase. The roll out of Project Nemmadi faced several challenges. The village functionaries and their interface with Nemmadi impacted project execution, and therefore adoption. It had won several awards and had received its share of bouquets and brickbats. The job could be transformed by Naveen's recommendations to the decisions that follow and the political leadership to a really village-level Citizen Service Center.
