Dear Mr. ABC,
This policy memo addresses the current issue in the education system of Brazil. Paulo Renato an economist and newly hired in the ministry of education is highly concerned about the low level of education system of Brazil. The system is extremely fragmented and possesses quality standards of education. The minister of education is well informed of all the upcoming challenges in upgrading the entire academic structure of Brazil. There are two actions recommended to enhance the literacy rate in Brazil. Firstly, the Government should take initiatives to spend on the enhancement of quality of education. Secondly, instead of increasing the number of schools on various locations, revamping strategies must be introduced in the existing schools to renovate their infrastructure. By taking all the above actions, the Brazilian government would be able to implement a high quality education system which would be highly compatible with international standards.
Problem Statement and Strategic issues:
Brazil is now struggling to present itself in the league of the developed countries. The first and the most distressing fact that hinders in the developmental process of Brazil is the unjustified level of the income distribution system. After the industrialization of the late 60s and 70s the economic growth has shown positive figures which has highly contributed to the economic expansion of Brazil. However, it has also divided the society into many social classes that fall under the rich and poor class due to the income disparities among them. The disparities become so intense that only 41.5 percent of the population is enjoying more than 60 percent income from the economy. The unjustified income distribution has greatly affected the availability education to a wide range of population living below the poverty line. The second issue is that the literacy rate in Brazil is low as compared to its neighbor countries for which Brazilian ministry have increased the number of government schools in various locations in the country. However, escalating numbers of school building have not increased the literacy rate in Brazil. Finally, it has been identified that the level of education is below average in government schools as compared to the private sector. The involvement behind this discrimination is the high level of corruption in government institution which result in a growing number of teacher absenteeism and decline in teacher-pupil ratio in Brazil.
As discussed in the above paragraph the country is facing income disparities due to which population is divided into two major classes that are rich and the poor. In order to facilitate the economy with the income disparity, it is highly recommended for the Brazilian government to expand industrialization in their economy. The creation of wealth comes from the availability of job opportunities generated by the government. The recommendation to respond the second and third highlighted problems of low quality education and low level of literacy rate could be well managed through the privatization of educational institutes. The government can also come up with an industrialization scheme in which government will support investors in the establishment of manufacturing plants and industries in rural areas. The scheme subsidies manufacturing goods for the investors and ask them to establish educational institutes for the children of their workers. This scheme will fasten the industrial activities in the economy as well as raise the quality of education due to the privatization of the academic institutes. Government schools are highly subject to the corrupt activities, e.g. teachers are enrolled in the teaching staff but are not present in their jobs and are enjoying their salaries continuously. The government spending on the creation of investment activities will increase the job opportunities and narrow the income variation between the rich and the poor. On the other hand, the overall framework is to get government subsidies on the raw material by establishing the process of developing an education system for workers' children.
More than one third of the population attended the primary and secondary schools in Brazil; despite of this status the literacy rates are disappointing. The depressing figures literacy rate is the result of the low quality of academics which highly appeals for improved level. The concerned stakeholders for the refurbishment of the education system of Brazil are the general public who want a good quality education.........................
