In 2005, Partners In Health (PIH) was invited by the Rwandan Ministry of Health to take responsibility for the management of health care in two rural areas in eastern Rwanda and create a program for treatment of HIV infection in the area. PIH has successfully implemented a comprehensive program to four principles: improving health care, prevention and treatment of HIV, support, social and economic support. By January 2007, the site had Rwinkwavu 67,137 HIV tests, and provided antiretroviral treatment to more than 2,000 patients, of which less than 1% of them were switched to second-line drugs, 3.8% died, and only one patient was lost to follow. Cost analysis by the Clinton HIV / AIDS suggests that the model can be effectively spread to other areas. Dr. Agnes Binagwaho, executive director of the National AIDS Control Commission of Rwanda and her colleagues at the Ministry of Health is considering how the program could be improved and whether it should be extended to the national level.
