Founded in 1970, the Agency for Volunteer Service (AVS) was a non-governmental organization with a mission in Hong Kong promoting volunteerism and management of education, health and social services. For over two decades, he has been active in Hong Kong social service sector. However, in the period from 1998 to 2001, several factors have led AVS pass organizational change: a temporary crisis management, changes in the initial state funding signaling a shift in the organization's mission and the United Nations designation of 2001 the International Year of Volunteers.
