In August 2008, was a big explosion in the propane facility is located in Toronto, Ontario. Technical Standards and Safety Authority (TSSA) was a not-for-profit corporation that was responsible for the delivery of services to regulate and ensure technical safety, and came under the supervision of the Ministry of Small Business and Consumer Services (Department). After the explosion, with TSSA to intense public and political checks, the ministry asks TSSA inspections at every propane facility in Toronto. Test results were presented in the media in such a way as to damage the reputation of the author TSSA. Ministry ordered an organizational review of the management structure of the eight delegated administration (DaaS), of which one was the TSSA. Determined to act in the best interest of the region, the ministry later ordered the 30-day propane safety review, but we need to make three decisions: 1) select an insider or an outsider to lead the panel? 2) should be the leader of a prominent figure or a technician? 3), which is the optimal time frame for consideration?
