This case describes the first four years in John Swift as the Rail Regulator UK and issues he faced in the autumn of 1997. Post Rail Regulator was established Railway Act in 1993, as part of a plan to break up and privatization of the national railway, British Rail, in about 70 companies, they included a company's infrastructure, 25 passenger train operating companies (TOCs), seven TRI cargo and more than a dozen of the rolling stock and service. The main work of the regulator is to revise fees for access and agreements between the monopoly infrastructure company, Railtrack, and cable TV. In autumn 1997 the regulator is trying to live up to Railtrack some investment promises that he made during his first review of the access charge and prepares for the next review of the charge access. In addition, the Labour Party won control of parliament in May 1997 elections, ending 18 consecutive years of Conservative Party rule, and the regulator is trying to establish a working relationship with the new government work. Case is designed to support the discussion of analytical problems and political pressure to the regulator recently privatized industries. The instructor can focus the class of the difficulties faced by the regulator in determining the appropriate access charges, including strategies to gather information it needs. In addition, the teacher can focus on the extent to which the regulator isolated from policy into practice, and that his political strategy should be. HKS Case Number 1533.3 "Hide
