This case chronicles interagency conflicts and power struggle between the mayor of New Haven, Frank Logue and police chief Biagio Dilieto and their subsequent battle as candidates in the Democratic primary for mayor. Dilieto, a native New Havener, became the first Italian city's police chief in 1969 and had strong support from the Italian community of New Haven. When Logue took the mayoralty in 1976 and tried to reform the police, the two men faced both privately and publicly through the media on the work assignment (which has historically been a source of energy for Dilieto), Restructuring, and police misconduct arbitration proceedings. Among these differences, listening to the police operation against the citizens of New Haven between 1966 and 1971 came to light and Dilieto was accused and later confessed to his participation.
