In its efforts to recover from hyperinflation and oversized public sector, the government Argentinaspecifically province of Buenos-Airesseeks control costs and improve service in local government. To do this, the provincial government is trying a bold strategy: it breaks the three major suburban Buenos Aires municipalities in eight new, smaller, jurisdiction. This budgeting, financial management, and the political case for the implementation of the strategy aims to move toward smaller, more local governments, through the lens of creating one of the new municipalities: cities Hurlingham. The case describes the nuts and bolts of the budget decisions that the transition team of officials to do: how to organize the new government is how to increase tax revenues and the political decisions that their new mayor opposes. He must decide which parts of the new city will get the services of priority: high vote-rich areas, where tax collection was low, or poor areas, from which the new mayor turned the key electoral support?
