Continued efforts to reduce medical errors and improve quality of care in the first instance focus on technological innovation. However, the important issues of governance that are about two-thirds of adverse events have commanded little attention. We consider two alternative concepts of management - based management and a commitment basis - based on the opposite set of assumptions about human motivation, and develops a model linking the overall management philosophy with medical errors and quality of care.
