During the first five years, Malaysia's Multimedia Development Corporation (MDC) pursued its original mission and vision, to create a research and design corridor (Multimedia Super Corridor - MSC), which will be at the forefront of the new economy. However, many analysts criticized key elements of MDC. Some fear that public servants do not have enough technical capacity. Others feared, MDC had no opportunity to encourage risk culture. Many have pointed to the lack of business. Stan Shih concluded that it is simply not enough skilled workers in Malaysia.
