The six-year old initiative had constructed the big network linked participating organizations together to better serve customers, and designed a brand new data driven system for measuring progress and results. However, MCI had not yet seen any improvements in population-level outcomes or intermediate-level results for the neighborhood. MCI is an example of "Collective Impact," an approach to solving social issues that requires dedication from many groups around a standard agenda - with the particular characteristics of a focused infrastructure, a dedicated staff, a structured process, shared measurements, constant communication and mutually reinforcing activities among all participants.
