In 2003, officials in the Ministry of Social Development of Mexico's debating whether to eliminate long-standing program, providing subsidized milk to poor families. In turn, they will develop a new program, which gave poor education and nutrition cash grants, provided that they keep their children in school and made regular visits to health clinics. Milk program, operated agency called Liconsa, have been spared so far, because it requires no direct budgetary resources due to its preferential access to imported milk powder. However, proponents of the program of cash assistance argued that the milk program was redundant and less effective.
