Lack of Coordination in Management of the Three Cross Harbour Tunnels in Hong Kong Harvard Case Solution & Analysis

Hong Kong Cross Harbour were three tunnels due Hong Kong Island from the Kowloon Peninsula and the New Territories. All three had been held under the Build-Operate and Transfer (BOT) contracts, and after 30 years, control returns to power. Government managed the oldest tunnel, the tunnel Cross Harbour (CHT), while private companies still managed to tunnel East port (EHT) and western tunnel Harbour (WHT). In 2002, the new Hong Kong Tunnel Company, which managed to EHT, has applied for a fee increase. After the refusal of the government, the case was assigned to two independent referees, who ruled that the company must raise by 62.5% loss for all vehicles from May 1, 2005. This increase in toll caused controversy.
