April 8, 1787, James Madison wrote Governor Edmund Randolph of Virginia, "My dear friend, I am glad that you are turning their thoughts towards the business next May." Madison, referring to the Federal Assembly is scheduled to begin next month in Philadelphia to revise the Articles of Confederation . Project Madison was for an entirely new form of government, although the forthcoming gathering made clear his purpose was merely to improve the current government under the Articles of Confederation.
