It is the core responsibility of the government of Uganda to promote and improvethe awareness on the key health issues to improve the health of the country’s citizens. The government is accountable to achieve the sustainable development goal of ensuring the well-being and health for all ages. This could be done through making considerable and huge amount of investment in health sector of the country, which tends to make not just positive but also amassive difference in the lives of the citizens of Uganda by initiating energy projects that would ultimately contribute to an improved financial wellbeing of people in Uganda. Besides the government; the sponsors are also accountable to ensure that the project is at its right track of success and achieving the goal of improving the lives of citizens by providing them with easy and affordable access to electricity. If the sponsors fails to do so, the project would not accomplish its objectives and it would be negatively perceived by the public.(Release, 2012).

The International River Network – a non-profit organization was found with the mission of protecting the watersheds and rivers throughout the globe. With the passage of time, it began to be recognized as a leader in the field of international river preservation and restoration. It should also involve the Bujagali dam project in order to promote the project and foster the great awareness, understanding and respect for the dam. As of early June 2002, IRN stressed the significance of Bujagali dam project and its positive impact on the lives of the people in Uganda. The IRN team was supposed make sure that the project is clearly understood by the people of Uganda and improves the terms of the deal for the local citizens, improves the debate about environmental impact and to recognize whether to make investment or stop the project(International Rivers Network and the Bujagali Dam Project (A&B), 2004). Additionally, the IRN focus and mandate was similar to Three Gorge Dam in a way that IRN team has highlighted that the cost of budget asspiraling out of control and social and environmental issues have not been adequately addressed(Case study - three Gorges dam, 2019). IRN has commissioned the longtime observer of the Three Gorge Dam to visit the resettlement site and project area and prepare a report on current status of rehabilitation, compensation and resettlement. The difference in role of NGO for Three Gorge Dam is monitoring of the implementation of the Three Gorge Projectsas well as the human rights and resettlement situation in the project area and increase their efforts to promote the standards of human rights for corporate financial institution and export credit agencies.Whereas, the role of NGO in Bujagali project is to upgrade the distribution system, which has lost as much as 40 percent of its power due to the faulty transmission lines.(NETWORK, 2003). The World Bank came up with the poor advice to the government of Uganda regarding the ways of negotiating the contract for the private power project and published wrong or misleading data or information on the important issues.  The BOD of World Bank should investigate the poor quality of assistance of bank to the Uganda’s government during the Bujagali contract negotiation,the failure of bank in insisting on adequate standard of accountability and competitive bidding process and failure to detect the corruptions in the project.(Prayas, 2002).

The Bujagali Falls run-of-the-river hydro project was approved in 1994, as a lowest cost option for increasing the production of energy in Uganda. Its construction began in 2012 after 18 years of controversies that delayed the construction of dam.(Bujagali Falls Hydropower Dam, Jinja, Uganda, 2015). The inspection panel has come to the conclusion that the project did not comply with the certain aspects of the social and environmental policies of the bank, natural habitats, involuntary settlement and disclosure of financial and economic information. The inspection panel was involved in the project to review the dam’s feasibility and measure the impact of the project on the local citizens. The role of the inspection panel is of paramount importance on the ground that it assesses the success rate and feasibility of the project and evaluates whether the project is able to achieve the target objectives or not.(Inspection Panel’s Report and Findings on theUganda Third Power Project, the Power IV Project and the Bujagali Hydropower Project, 2019)......................................
