1.1 Background of the Study
Innovation has been considered as the most dominant and important part of the society. Most of the organizations in the private and public sector look to respond and blend into the environment of developing the need for innovation along with various changes that take place in the environment. Therefore, innovation is not a free option in fact it requires investment to be made. In the private sector or in private organizations, innovation is all about being competitive and trying to find ways of reducing cost, reducing the time of delivery and the improvement in quality management. In the private sector, innovation is actually the most important element for the survival and growth of an organization. It can enhance the distinctiveness and strengthen the competitiveness of the company.
However, in the public sector organizations, innovations solely means the creative use of innovations and under the ever changing conditions that can improve the efficiency, responsiveness and effectiveness. Public sector organizations can indeed meet the needs and wants and the demands placed within the society. It is necessary to remember that employees of public organizations are part of the society and they often experience first hand development in various fields of the ICT. In fact, it is necessary for each organization whether a part of the public sector or the private industry that it should maintain a balance between the society with the technical support and knowledge. Another problem is that the fit may be insufficient or cease to become the survival of the organization.
It is important to understand and realize that innovation is actually the end of stuff within itself. In addition, it should be considered as a means of fit, which ensures that the saving and marketing should be used as effectively and efficiently as possible. This indicates that there is a clear innovation strategy that should be in place, especially if it is disruptive innovations (Wagstaff-Smith K. 2009).

2.1. Background
The theory or the idea of disruptive innovation was first introduced by Clayton in his research, which was conducted on the disk drive industry and it later went on to become a part of his famous book, The Innovator’s Dilemma that was published in 1997. This theory basically explains the innovation transformation of an existing market or a sector by simply introducing convenience, simplicity, accessibility and the affordability where all the complications and the higher cost are the so called status quo. In the early part, a disruptive innovation was formed as a niche market that may appear unattractive or inconsequential to industry incumbents, however, the new product or the idea completely redefines the industry or the sector (Versailles, 2006).
A very appropriate or classic example of disruptive innovation has to be the personal computer. Before its introduction, minicomputers and main frames were the prevailing products that were available as a substitute for the computing industry. The basic or the minimum price for the product was around $200,000 and it also required engineering experience to operate the machine or the device. Apple was the pioneer in personal computing, which began selling its computers way back in the era of late 1970s and the early part of 1980s. It was that time or point that the overall product was of not good quality and it did not have enough competencies to compete with the mini-computers and the main frames. However, important part is that Apple customers were least bothered and were ready to replace the main frames and mini--computers with this new machine. The inferior or low quality computer was much better and advanced than that of the alternatives available out there in the market. Therefore, it is an obvious disruptive innovation that has been of great value in industry in terms of change and versatility (Wagstaff-Smith K. 2009).
2.2. Theory of Disruptive Innovation
Disruptive innovation is basically an innovation that can help in creating value network and the new market, which can eventually help in disrupting an existing market and the overall value network. The term has been quite commonly used in the technology and service along with business literature, which describes the innovation that can improve a product or a service in many different ways that a common market may not expect (Versailles, 2006).
