In 2002, Hess LNG proposed a liquid natural gas import terminal in the city of Fall River, Massachusetts. The community directed by the city's mayor, who built a coalition comprising worried citizens, non-governmental organizations, and politicians at multiple degrees opposed the job.
From early 2002 to June 2004, multiple dilemmas emerged, and the opponents used various approaches to challenge their adversaries. Hess LNG's chief executive officer needed to cope with the community resistance, which was further complicated by the need for regulatory approval from the U.S. Federal Energy Regulatory Commission.
