Greater Minneapolis-St. Paul: Building on a Diversified Base Harvard Case Solution & Analysis

Since the 1970s, the Minneapolis-St. Paul metropolitan region (MSP) had outpaced the state in job creation and income per capita. MSP's diversified base of industry clusters had empowered the region to adapt to economic declines and an exodus of major corporate headquarters, earning it the accolade "Minnesota Miracle." Beginning in 2003, however, MSP lagged the remainder of the U.S. in job ceation (see Exhibit 1). Business and civic leaders that were dismay coalesced around a loose-knit group that congregated yearly as the Itasca Project.

In 2009 the Itasca Jobs Task Force was established by these leaders, and its 2010 report set in motion a succession of actions by groupos of politicians and CEOs directed at reversing these trends by creating jobs in all sectors of the market. In the fall of 2011, however, it was unclear whether these efforts would reach their intended consequences (see exhibit 2), or whether more-term corrective activities in instruction and skills training would need to initially take hold.
