The Kyoto Protocol set targets for reducing greenhouse gas concentrations by a limiting mechanism for rich countries and incentives for developing countries to reduce greenhouse gas emissions levels. However, the programs offered, not without opposition. Economic costs, some experts say, may be too high, social upheaval can be too large, such fluids, the system may suggest fraud on the part of countries and powerful economic groups, and it can not make the necessary changes in the behavior of heavy pollutants.
