Fortis Inc, a company with interests in a variety of North American electric utilities, proposes to construct a dam on the Macal River Chalillo Belize, Central America. The dam will contribute to the economic development of the country by meeting the growing demand from the industry and consumers. The Company believes that the dam is the most suitable, reliable and cheap supply of electricity. Environmental non-governmental organizations (ENGOs) are against the project because of the destruction of wildlife and the impact downstream, and argue that there are more viable and cost-effective sources. The case examines the company's presence in Belize, and the environmental review of the ENGOs in 2001. In early 2002, management is faced with the decision whether or not to go ahead with the project. "Hide
