This case discusses how he goes about achieving performance targets determined by the president facing constraints to do so. Unfortunately, a number of the processes he employs to overcome restraints analyze the limits of political support and authorization. This is a case that educators can use to teach the dangers of narrow performance focus in organizations about the numerous dimensions of organizational effectiveness, and also the complexities of performing in constrained environments.
