This case describes the challenges faced by the Executive Director (disguised) human rights watchdog agency. The government wants to increase the number of inmates in prison (without increasing the size of the objects). This requires the approval of the board of the watchdog agency. The staff at the Council conducted a study showing that the additional crowding in the prison can be dangerous, and recommends against approval to increase the prisoners. Despite the arguments and recommendations of the staff, most of the members of the board is set to approve the increase.
