When Indiana State Health Commissioner Dr. Judy Monroe discovered of the materialization of H1N1 (commonly referred to as "Swine Flu") in later phase of April 2009, she must quickly figure out how to organize an effective retort within her state's exceedingly balkanized public health arrangement, in which more than 90 local health subdivisions wielded considerable autonomy.
