As part of the privatization in East Germany after the fall of the Berlin Wall, Dow Chemical made a major investment in the Leipzig-Halle region, one of the largest sites of the chemical industry in Europe. Executive power on Dow operations in the region, Bart Groot, increasingly believe that long-term success of the investment Dow depended more dynamic development of the regional economy. On his own initiative, in 1997, Groot began private sector driven efforts to enhance economic development in Central Germany, a region located around the Leipzig-Halle.
