Closing the Capability Gap: Strategic Planning for the Infrastructure Sector Harvard Case Solution & Analysis

In order to cope with emerging challenges in infrastructure, public organizations need to develop a new strategic, organizational and technological capabilities. Public utility providers are often seen as lacking the capacity to identify and / or provide the necessary transformation processes. Instead, privatization has been proposed as a panacea to eliminate the deficit. However, the privatization projects are often not realized because they face strong political opposition. This article presents the results of strategic planning projects in the three NGOs wastewater in Switzerland. This study shows that if the appropriate processes are implemented, public utility organizations are able to overcome their limitations in identifying appropriate opportunities and choices deficit adequate strategy to compensate for the deficit. Although these strategies may deviate substantially in utility due to the differences in the objectives pursued, the widespread introduction of strategic planning is an alternative utility privatization.
