CITC and Arthur D. Little: Deregulation and Liberalization of the Saudi Telecom Sector (A) Harvard Case Solution & Analysis

In 2002, the Communications and Information Technology Commission (CITC), Saudi Arabia's telecommunications regulator, has released the second mobile license in the country of service Ettihad Etisalat, the UAE-based telecommunications company. This was the first step in Saudi Arabia to liberalize the telecommunications sector. Demand for telecommunications has been strong, but the development and introduction of new services behind this requirement. The government's plan was to attract more multinational players in the country, awarding more licenses for mobile and fixed line service until 2006. Arthur D. Little, a global consulting firm, was hired by CITC in 2006 to assist in the process of deregulation of the telecommunication market of Saudi Arabia. This case highlights the key issues and challenges that face CITC choice between long-term investment for the construction of telecommunications infrastructure in Saudi Arabia and provide increased consumer choice in the country, which is experiencing a rapidly growing consumer demand for these services.
