China’s Journey to the West: Xi Yong Micro-electronics Industrial Park, Chongqing Harvard Case Solution & Analysis

Because the opening up of its own market in 1979, China has followed an export-led growth policy and transformed the nation into a 'Factory of the World' using its labour intensive manufacturing. Ever since, several factories were established and concentrated largely in the southeastern coastal states. Although this policy resulted in high yearly growth and development rates, adverse side effects such as economic, environmental and social issues became increasingly apparent. To address these challenges, in 2012, the policymakers in China changed the policy direction to focus more on domestic consumption-led growth.

One strategy to get the goal was to expand its manufacturing base to the hinterland. The authorities developed massive industrial parks and basic infrastructure to adapt the brand new policy to attract investors to move to the internal regions. This case depicts Xi Yong Micro-electronics Industrial Park in Chongqing, the largest municipality in Western China. It presents an opportunity to analyze whether Xi Yong as well as other similar industrial parks would supply the remedy that the government is searching for and argues over the execution of the development strategy of the government at Xi Yong.
