Centel completed in the fall of a successful program to improve productivity and services for incoming students at the University of Virginia. To use the concept of quality circles to extend these to improve other aspects of Centel, the assistant should develop a plan that takes into account how the service company as Centel will implement quality circles. The case forces the discussion of how quality circles work and how they should be implemented, and whether people are building spacecraft and performance of health programs.
