This note review the expansion of the cellular telecommunications business, with particular emphasis on the role of technical standards and intellectual property. Through the business's history, businesses owning intellectual property (IP) actively urged for standards to be adopted that incorporated their IP.

Companies with strong IP positions were positioned to reap significant financial rewards once standards were adopted. This note covers the development to 2009, including work on standards for fourth generation (4G) mobile systems. Nevertheless, its primary focus is on the part of Qualcomm, and the earlier battles between CDMA and TDMA technologies in determining the standards-setting procedure.
